Like any shaft seal it wears with running time. The lip loses its elasticity and cuts a groove against the shaft, and the housing then begins to leak, losing lubricant and admitting contaminants that damage the bearings and gears it protects. Replacing the seal reestablishes the oil-tight boundary.
