It sets the brush's position and lets it turn freely on that end without powering it.
The plug wears at its bearing surface over time. As it does, the brush loses support at the idler end and begins to wobble or drop, which puts uneven pressure on the floor and leaves an inconsistent scrub pattern. Replacing the plug restores true, level brush rotation and even contact across the width of the brush.
